Overview
This course is designed to provide students attending the Civil Engineering Corps Officer School (CECOS) with a fundamental series on construction and project management. An introduction to various construction management topics including but not limited to contract types, change management, pre-fabrication and industrialized methods of construction, production planning and scheduling, field technology, building information modeling, virtual design, visual management, effective problem solving, building commissioning, and project closeout. will be introduced during this course.
The 4-day course of instruction will be offered at Naval Civil Engineer Corps Officers School, located in Building 1444 on Naval Base Ventura County, Port Hueneme, CA.
Day 1: Tuesday October 14
1.1, Overview of Construction Contract Types and why they succeed or fail: This module will introduce the federal acquisition process and methods. Further we will review the typical contractual relationship between the federal government and general contractor, subcontractors, and suppliers. We will then explore the different delivery systems and contracts that are used for various acquisitions.

1.2, Change Management: This module will provide students an overview of the change management process and various considerations and impacts associated with changes in the design and construction process. Discussion will include an overview of Request for Information (RFI) Management, common modification reason codes, time impact analysis, estimation of cost/time associated with changes, and overview of the request for equitable adjustment and claims process.

2.1, Pre-fabrication and Industrialized Methods of Construction: This module will discuss the various methods of construction to include but not limited to: Modular, Partitions, Pods, Headwalls, Pre-cast systems, etc. We will first discuss how pre-fabrication relates to facilities during their initial construction and buildouts as well as the types of work that are suited for prefabrication. We further demonstrate the use of prefabrication in areas of heavy civil construction as it might relate to infrastructure such as docks, piers, & bridges.

2.2, Tools for project execution & control (visual management): Module will discuss how project managers can use an array of Visual management applications/techniques such as Key Performance Indicators, Big Room Concepts, Process or Results Metrics, and Dashboards to effectively convey large amounts of information to various stakeholders and facilitate self-management of the workforce.

2.3, Production Planning and Scheduling: Module will provide students an understanding of the various scheduling techniques, considerations, and methodologies to include but not limited to: Critical Path Method, GAANT Charts, and Resource leveling. Lesson should also discuss productivity considerations such as weather, procurement/long lead times, and submittal register requirements and timelines.

3.1, Field Technology: Module will introduce students to various construction technologies being utilized by industry to enhance the Project Managers ability to successfully manage all aspects of the project. Technologies to discuss should include but not be limited to: Bluebeam Revu, Digital platforms for Last Planner implementation, Total station, Drones, and 3D Printing/Additive manufacturing, and eCMS.

3.2, Building Information Modeling and Virtual Design: Module will provide students an overview of Building Information Modeling (BIM) along with the various BIM standards, authoring tools, and analysis tools. Students should familiarize themselves with the various techniques to gather relevant data and how to utilize that data to coordinate and manage the design and construction of facilities via real time rendering, virtual reality, and augmented reality. Finally, this module should discuss document management process via hyperlinking and cloud hosting during both the design and construction process.

3.3, Effective Problem Solving: This module is designed to equip students with the ability to effectively solve problems via various methodologies such as but not limited to: Root Cause Analysis, OODA/PDCA Approach, Toyota A3 Approach, and Process mapping.

4.1, Building Commissioning: Module will introduce students to the Building Commissioning process and all relevant codes, standards, guidelines, and processes. Module should expand on the different types of commissioning (new building, re-commissioning, and retro-commissioning), along with the various NAVFAC systems which require are required to be commissioned. Lesson should incorporate case studies which demonstrate the integration of the commissioning process into the design and construction process.

4.2, Project Closeout/ Warranty Work: This module will provide students an overview of the close-out and warranty processes to include all necessary requirements to successfully close out a project and how to properly identify and resolve warranty issues. Discussion should mention eOMSI/O&M package submissions as well as the importance of updating inventories, submission of as-built drawings, and training of personnel on newly installed equipment.

4.3, Wrap Up/ Questions/Course Review: This module will provide a summary of the weeks lessons and allow for any final discussion questions. The course will conclude with the students completing the course review.
